Top Korean Soloist Prosecuted for 5 Years for Unlicensed Entertainment Activities

According to Korean media reports on March 12, the Yongin Dongbu Police Station in Gyeonggi Province concluded that veteran Korean singer Kim Wan Sun violated the Popular Culture and Arts Industry Development Law. Authorities forwarded the case to the Suwon District Prosecutor’s Office on March 5.

Investigators allege that Kim Wan Sun founded a one-man entertainment company called KW Sunflower in 2020, where he served as a representative director. However, the company has reportedly been conducting profit-generating business activities for approximately five years without completing the mandatory registration process required for businesses operating in the popular culture and arts sector.

The issue has emerged amid a broader government review of celebrity-founded entertainment companies. The scrutiny reportedly began last year following a similar case involving singer Ok Joo Hyun. According to reports, Kim Wan Sun completed the official registration of the company in November last year. Although the registration is now being finalized, the authorities determined that commercial activities carried out before the registration period still constituted a legal violation.

As a result, both Kim Wan Sun and his company were referred to prosecutors for further legal scrutiny. Through OSEN, the singer’s representative stated, “Although Kim Wan Sun was prosecuted without detention, there was a grace period to complete the registration process. Since the company’s registration has been finalized, we expect there will be no major problems.”

The case comes as Korea’s entertainment industry faces increasing regulatory scrutiny, with celebrity-linked companies such as C.L. (2NE1)Kang Dong Won and Sung Si Kyung are also reportedly facing similar investigations regarding business registration requirements. Legal experts point out that failure to properly register companies in the cultural and entertainment sector can raise wider concerns related to taxation and corporate compliance, which is why authorities have stepped up monitoring.
